The New York City Council has decided to close a loophole that was created when a silly judge (Judge Sheryl Parker) ruled in 1995 that the con game of Three Card Monte was a game of skill, not chance and therefore making it legal. The bill, which will make "any public dealing of three-card monte illegal," is expected to pass the full council next week and receive quick approval from Mayor Rudolph Giuliani.
